Education policy and procedures register

What is Education Policy and Procedures Register (EPPR)?

Education policy and procedures register (EPPR) is the centralised location for departmental (corporate) policies, procedures, guidelines and other administrative instructions and directives.

EPPR includes policies and procedures from International, Non State and Higher Education, Education Queensland and Corporate and Professional Services. It does not currently include policies and procedures of Training or Arts Queensland.

EPPR replaced the Department of Education Manual (DOEM) in 2006 and has gradually expanded coverage since then. Only those policies and procedures still current have been reformatted and published in the Education Policy and Procedures Register.

What are policies and procedures?

Queensland government defines substantive policy and procedural policy External Link. The Register describes these as Policies and Procedures. Policies and procedures are hierarchical in nature and support legislation by providing consistent administrative practices at operational levels.

The Register ensures policies and procedures:

Life cycle of policies and procedures

Legislation: Law made by parliament or parliament's delegate (eg Governor in Council). In contrast to common law and equity, are made by courts.

Substantive Policy (Policy): Outlines what government/a department intends to do through stated plans of action. Has highest level of goals and includes statements of values. Has a timeframe.

Procedural Policy (Procedure): Relate to specific area stating how something will be done and by whom. Concern internal operations. Can be administrative response to regulatory requirements and/or policy.

Guideline: Non-binding information that assists inexperienced user to undertake a procedure. User may act at variance as long as required outcome is reached.
