All state schools offer opportunities for parents to join a Parents and Citizens' (P & C) Association. These associations are involved in a variety of school activities from policy to financial planning as well as tuckshops, fundraising activities, school functions and out-of-school-hours care.
The Department of Education and Training (DET) and the Queensland Council of Parents & Citizens' Associations (QCPCA) Incorporated work together to support state school P&C groups. This partnership is governed by the EQ/QCPCA partnership protocols.

The following policy, procedures and processes have been developed to inform all P&C operations:
The Training and Information Manual for Executives (currently under review) has been developed as a training tool for P&C executives. Units include Effective Teamwork for P&C Executives. The Operations of the P&C. Involving Your School Community and Special Initiatives and Major Projects.
The Financial Management Program for P&C Associations is currently under review. The program, for P&C executives, will outline the minimum requirements for financial management by P&C Associations. It will complement the Financial Management Programs for Principals and for School Business Administrators. Please refer to The Accounting Manual for P&C Associations (currently under review) in the interim.
There are many grants and funding resources available to school communities for use toward school programs and initiatives and to support students. The Resourceful Schools guide (currently under review) has been developed to provide information on how to access some of these resources.
Education Queensland has prepared guidelines to help Parents and Citizens Associations understand liability issues.
