This program assists non-state schools which are eligible for State Government funding to meet the costs of purchase and installation of cooling systems, including air-conditioning and passive cooling systems.
The program is administered on behalf of the Queensland Government by Capital Assistance Authorities (CAAs), which are established under the Education (Capital Assistance) Act 1993.
Each CAA receives and assesses applications for Cooler Schools subsidies from affiliated schools, makes recommendations to the Minister for Education and Training, makes payments to schools, monitors the progress of projects and carries out other functions as set out in the Education (Capital Assistance) Act 1993

. Funds are allocated to each CAA to assist with the costs associated with the administration of the scheme.

To be eligible for assistance under the Cooler Schools Subsidy Program, non-state schools must be accredited and eligible for government funding and affiliated with a CAA.
In addition, schools must have been in operation on 29 June 1998 and be located in the Department of Education and Training former Capricornia, Northern or Peninsula regions, or north of latitude 20 South.
Applications should be made to the relevant CAA, which assesses applications and makes recommendations to the Minister for Education and Training who decides on approvals.
A subsidy on funds raised privately by each school for the purpose of the purchase and installation of cooling systems.
Payment of assistance may be sought when approved projects are at least 25% complete.
The funds allocated for a particular project are as assessed by the relevant CAA and approved by the Minister for Education and Training.
CAAs notify schools by 30 September of the previous year of the date by which applications must be submitted.
