PricewaterhouseCoopers terms of reference

The scope of PricewaterhouseCoopers second examination is:

  1. Examine a sample of BER projects in detail including:
    • Previous key documentation and processes relating to time, cost, scope and quality to determine their compliance
    • The effectiveness of achieving value for money
    • Professional costs associated with BER projects
    • Surveying the perceptions of stakeholders
  2. Consult stakeholders who are members of the Ministerial BER Advisory Committee
  3. Review the implementation of the BER guidelines that could not be fully assessed in the first review, including progress made towards recommendations made
  4. Investigate complaints received by:
    1. Establishing a contact point for receiving complaints
    2. Examining documented evidence
    3. Review each complaint and project documents
  5. Provide a report on findings.

PwC have also been requested to examine the department's compliance with the BER guidelines when managing the mothballing of schools and a comparison of value-for-money between state and non-state school BER projects. This examination will be the subject of a further report from PwC.
