Rationale
This is based on the following premises:
- The Internet is an open system
- The technology exists by which a website owner can control access to any page within their site, thus enforcing navigation paths and ensuring that any visitor to the site must view any material the website owner chooses.
Operating Principles
- The Learning Place resource evaluation staff shall evaluate the curricular appropriateness of any external page to which it is considering to establish a link.
- The web environment of such proposed destination page shall be checked to a practicable depth for links to inappropriate materials.
- The Learning Place will not support links to pages that contain inappropriate material such as pornography, racial, religious or ethnic vilification. Inappropriate URLs will be passed on to the Department’s Filtering Service for blocking.
- If the environment of a page is not found to be inappropriate, the Learning Place considers it permissible to link to the destination page in the site that it considers appropriate for its educational purposes.
- If the website is critical to an online learning course or resource, permission should be sought in order to ensure access to the site.
- Where an external website has
a published linking standard, the eLearning Branch will
adhere to that standard.
- Where an external website has a published linking standard, located on, or clearly accessible from the front page, the Learning Place will adhere to that standard.
- Where an external website has no such standard, the Learning Place will consider it permissible to link to the website without requesting formal permission.
- External websites will always be presented in a new browser window and will not be presented within any framework that may present the external page as the product of anybody other than the owner of the external site.
- The Learning Place shall display the following statement in a location that is readily accessible to all valid visitors to the Learning Place, including the Curriculum Exchange resource centre:

The Learning Place regards the Internet as an
open system.
As such the Learning Place believes it may link
to any page accessible on the Internet if it considers such a link warranted.
Should the owner of any site to which the Learning Place links object
to such link, the owner should email their objection to The Learning Place.
The request should contain the following information:
- the words ‘Link
objection’ as the email subject
- the URL of the page containing
the link
- the URL of the target page of the link
On receipt of such objection, the link will be removed as soon as practicable. |
- All Learning Place pages shall contain a link to this statement in the footer, except where the limitations of an application environment prevent this, in which case the closest possible entry page to the application environment will be used.
- When a request to remove a link is received, the Learning Place will remove such link and reassess the educational viability of its page without that link.
