Preliminary report

In January 2009 Professor Geoff Masters presented a preliminary report (new window) 75k Adobe PDF document to the Premier and the then Minister for Education and Training, and Minister for the Arts.

The preliminary report contained six recommendations:

  1. Setting a key goal for Queensland schools to reach a standard comparable to the top performing states and territories on the National Achievement Program — Literacy and Numeracy (NAPLAN) and Trends in Mathematics and Science Study (TIMSS) tests, within a period of three years
  2. Monitoring literacy, numeracy and science improvements using upcoming NAPLAN and TIMSS tests
  3. Implementing specific strategies for action, to be explored in detail in the final report (new window) 1.3M Adobe PDF document
  4. Using NAPLAN 2008 materials External Link as practice tests prior to NAPLAN 2009
  5. Informing and engaging parents in the NAPLAN process
  6. Providing online advice to teachers on responding to student learning needs.

While the preliminary report focussed on primary education, the government extended the recommendations to include relevant years of secondary education, and stipulated that all state schools implement the NAPLAN 2008 practice tests by 20 March 2009.
