From its inception, Brisbane State High School has focussed on providing education to students who have demonstrated particular merit. The provision of an enrolment policy recognises the school's roles as a government high school, and acknowledges its traditions and allied community expectations.
Over many years the school has built a tradition of high standards in academic, sporting and cultural pursuits. It joins the greater Public Schools' Association of Queensland Incorporated (GPS) and the Queensland Girls' Secondary School Sports Association (QCSSSA) in sporting and other activities.
Brisbane State High School recognises as its prime obligation the provision of access to an appropriate educational service for students resident within this community as defined by its local catchment area.
Because of enrolment capacity and growth Brisbane State High School may be unable to meet its obligation in future, unless action is taken now to manage enrolment.
This plan sets out the conditions under which students may be enrolled into Brisbane State High School.
The school currently has the capacity to enrol up to 2174 students in 102 classrooms.
The school's enrolment capacity for students who live outside the local catchment is dependent upon:
The local catchment area is based on equidistance boundaries with other schools. The attached map defines the boundary area for which Brisbane State High School is the closest school by trafficable route. Should this capacity change because of changes to road networks, this will be formally notified through the registration and gazettal of an amended plan including the operative date for the new catchment area.
As Brisbane State High School is in an area that is still being developed, or has the potential for re-development, the catchment boundary has the potential to change as new trafficable routes are established. This Plan will be updated if the catchment area changes with an operative date. During this transition phase students who live within the new proposed enrolment boundary will be allowed to enrol at the school.
All students, who reside within the local catchment area and are eligible for enrolment in the program offered by the school have a right to enrolment at the school. The Principal will hold places for students who relocate to within the catchment area throughout the school year.
Enrolment of students from outside the local catchment area will be managed to ensure that the total current and forecast enrolments do not exceed the school's current built capacity and, where applicable, will ensure there is an even spread of students across year levels or class groupings.
The school's enrolment management plan does not replace other departmental policy; for example Safe, Supportive and Disciplined School Environment, nor does it override subsequent determinations regarding built school capacity.
Programs for students with disabilities are regional programs for students whose educational support needs are additional to, or different from, other students. Students who live outside the catchment area and are verified with a disability can enrol in the school to attend the program if it is the closest program to their home and meets their individualised need.
Students who reside outside the school's local catchment boundary who apply for enrolment at the school will be put on a waiting list in order of receipt of application. Where there is spare capacity, students will be enrolled from the waiting list based on the following criteria and order of priority:
The school may make places available to students whose level of performance and participation in academic, co-curricular, and other activities such as are offered by Brisbane State High School, suggest that they could benefit from the opportunities in this school. The school has absolute discretionary power to determine in which activities, and to which students in a particular activity, it has the capacity to offer assistance and support.
Each merit category will have a defined number of places. The number of places is determined by past enrolment trends and predicted capacity. Applicants in each category will be ranked based on their performance against the criteria below and selected on this order of merit up to this defined number of places for each category.
As with all students, applicants who seek enrolment on the basis of Academic and/or Sporting and/or Cultural Merit must provide original documentary evidence of their age, and of Australian Citizenship, permanent Residence status, or of Visa Category eligibility to enrol in a Queensland State High School.
In order to manage the administration of enrolment, a non-refundable fee for service must accompany applications for Academic and/or Sporting and/or Cultural merit. This fee is currently $160 (including GST). When an applicant is seeking to be admitted under more than one category, the single fee for service covers all applications.
Year 8 academic merit entry students are selected on the basis of an order of merit. Applicants in this category sit the specific selection test which forms the primary selection criterion. To assist the Enrolment Panel to make a determination, the Principal reserves the right to consider the following additional information sources:

Applications under the Sporting Merit category of enrolment are evaluated according to the following criteria. While all documentation must be provided, the Enrolment Panel may not need to consider all information in every case in order to be able to arrive at a decision.
Sporting merit applicants must provide evidence that demonstrates the ability to manage the academic expectations of the school.
All successful applicants in the Sporting Merit category, are expected to participate in their entry sport for the duration of the enrolment at Brisbane State High School. Where clashes occur, school sport commitments in the sporting area(s) wherein the student successfully applied must take priority over other sporting commitments.
Where relevant, a letter from the student's sporting club, supporting the student's school sport and training commitments must be submitted with the Application for Enrolment Form.
Entry is restricted to sports that are amongst those of the GPS and QGSSSA competitions.
Applications under the Cultural (Music) Merit category of enrolment are evaluated according to the following criteria. While all documentation must be provided, the Enrolment Panel may not need to consider all information in every case in order to be able to arrive at a decision.
Cultural Merit (Music) applicants must provide evidence that demonstrates the ability to manage the academic expectations of the school.
In the field of Music, it is a requirement that successful applicants will participate in the school's Instrumental Music Program, including group tutorials, up until Year 10 and in ensembles through to Year 12. It is also expected that students who enter Brisbane State High School on the basis of their musical ability will have access to their own instrument.
Applicants under the Cultural (Visual Art) category of enrolment are evaluated according to the following criteria:
Cultural (Visual Arts) Merit applicants must provide evidence that demonstrates the ability to manage the academic expectations of the school.
Students must participate in the Visual Arts program from Year 8 through to Year 12.
Parents who wish to enrol their children at Brisbane State High School under the Enrolment Management Plan will need to demonstrate that the children to be enrolled, have their principal place of residence within the catchment area.

Applications for admission into Years 8-12 will be accepted each year from the beginning of Term 1 for enrolment to commence from the beginning of Term 1 the following year.
All enrolment applications will be considered on merit in accordance with the enrolment criteria.
Parents wishing to have an unsuccessful enrolment application reviewed may seek clarification from the Principal.
Parents may provide a written submission seeking a review of an unsuccessful application. This submission should present evidence to substantiate a claim that the stated criteria have not been applied fairly and equitably.
The Enrolment Management Committee will review written submissions and the reply should be in writing within 14 days of submission.
