Rationale

Generally, a school principal must enrol a student in a State school where the application:

However, an Enrolment Eligibility Plan (EEP) may restrict the obligation on a school principal to enrol a student. Where an EEP applies, applicants for enrolment must satisfy the general criteria for enrolment, provided in the Education (General Provisions) Act 2006 and also the criteria set out in the EEP.

Old Yarranlea State School provides primary school education, from Prep to Year 7, for eighteen (18) students in one classroom. It provides an integrated curriculum, based on the Key Learning Areas. The school works collaboratively with Griffith University to run projects which inform educational research and its real life applications to a multi-age setting (where applicable), in addition to the school's role in providing pre-service teacher training and experience.

For this reason the school requires a diverse student population to be drawn from a broad section of the Brisbane Metropolitan area. Throughout the history of the school, at times, preference was given to enrolling siblings of students at the school. Preference is no longer given to enrolling siblings at the school, as this is not considered necessary and may in fact conflict with the eligibility criteria.

Enrolment capacity of school

The school currently has the capacity to enrol up to 18 students in 1 classroom. The number of students entering the Prep year in any given year is not to exceed 5 students in 1 classroom.

There is no Local Catchment Area for Old Yarranlea State School.

Enrolment Policy and Criteria

Applications for enrolments into the school will be accepted as follows:

General

  1. Applications must be made to the school principal, on the approved form and in compliance with S155 of the Education (General Provisions) Act 2006.
  2. Applications will be recorded in order of the date of the application. The school will record the calendar year in which the student wishes to be enrolled and the year level the student wishes to be eligible to enter in that year.
  3. Where a person applies for enrolment years in advance or where they seek enrolment for any year and wish to remain on the waiting list until they are enrolled, then the parent/caregiver must notify the principal, in writing, on or before 31 October each calendar year that he/she wants their child to remain on the list for the following calendar year.
  4. The principal will decide any application for enrolment into the school. The principal will consider:
    1. Advice from the Enrolment Management Committee
    2. The requirements in the Education (General Provisions) Act 2006 in making the decision.

Criteria to be considered in order of priority

  1. Any vacancy for enrolment into the school will be determined according to the year level of the vacant position, as determined by the school principal.
    • The principal will consider advice from the Enrolment Management Committee when deciding the year level for the vacant position.
    • In making their decision, the Enrolment Management Committee and the principal must ensure, as far as possible, the school will have an even distribution of students across the year levels.
  2. The gender of the successful applicant for the vacant position will be the next criterion to be considered.
    • The principal will consider advice from the Enrolment Management Committee when determining whether the vacancy should be filled by a male or female student.
    • In making their decision, the Enrolment Management Committee and the principal must ensure, as far as possible, the school will have a balance of male and females students across the year levels.
  3. The date of application for enrolment will be considered.

Review

All enrolment applications will be considered on merit in accordance with the enrolment criteria.

Parents wishing to have an unsuccessful enrolment application reviewed may seek clarification from the principal. Parents should provide a written submission seeking a review of an unsuccessful enrolment application. This submission should present evidence to substantiate a claim that the stated criteria have not been applied fairly and equitably.

The Enrolment Management Committee will review written submissions and the reply should be in writing within 14 days of submission.

Enrolment Management Committee

The enrolment management committee consists of the following members:

  1. The school Principal
  2. One DET representative appointed by the Assistant Regional Director for the school
  3. One representative, who is a delegate of the Queensland Council of Parents and Citizens' Associations Inc (QCPCA), appointed by the QCPCA
  4. One representative appointed by the Dean of Education, Griffith University.

The list of appointed members for the Enrolment Management Committee will be maintained and kept up-to-date by the Principal, Old Yarranlea State School.

The Assistant Regional Director, the QCPCA and the Dean of Education, Griffith University will have discretion over:

Where the appointed member resigns or the organisation withdraws the appointment of a person, the organisation must:

The Enrolment Management committee meeting can be held face-to-face or by use of technology.

Where a member is not available to attend a meeting, the meeting should be re-scheduled so that all parties can attend and participate or a member may appoint a proxy from their organisation to attend in their place.

Review Date

Reviewed annually.
