Groundscare Allowance

Purpose

To assist schools in meeting the cost of grounds maintenance.

Eligibility

State primary schools with fewer than 200 students and without a janitor/groundsperson.

State primary schools with enrolments greater than or equal to 650 with a site area of
4.0 hectares or more.

Allocation of Funds

Primary schools with fewer than 200 students

The level of Groundscare Allowance for eligible schools is determined by the student enrolment and area of grounds.

The methodology to derive the Groundscare Allowance (GA) is:

GA = [base + (per student rate x enrolment) + (area rate x area in hectares)] x freight index x on cost factor.

For eligible schools with enrolments greater than 100, the result of the above calculation is weighted by the following factor:

GA = [(base + (per student rate x enrolment) + (area rate x area in hectares)) x freight index] x Factor x on cost factor.

Where Factor = [1 + (((Enrolment - 100)/10)3)/290] to a maximum of 4.45.

Primary schools with enrolments greater than or equal to 650 with a site area of
4.0 hectares or more

GA (FTE) = Base + Janitor (if any) + High Maintenance (if any) + Low Maintenance (if any).

Cash Grant = (GA (FTE) - current Janitor/Groundsperson (FTE)) x Salary rate.

Where:

Notes:

  1. Please note: The difference between the total allocation (in FTE) and the janitor/groundsperson staff (FTE) at the school is paid as a direct cash allocation to schools except where the FTE is truncated to 2.0. In this case, schools are entitled to a second fulltime staff position. Also, schools may take partial positions on a permanent basis in lieu of the cash allocation.
  2. Secondary schools and Special Education facilities do not generally receive a specific Groundscare Allowance. They generally are allocated full-time janitor/groundsperson positions.
  3. The Groundscare Allowance for Primary schools with fewer than 200 students may be affected by State Schools gaining or losing entitlement to a janitor/groundsperson. In these cases, a pro-rata Groundscare Allowance is calculated (from the date the gain or loss of a J/G occurs).

Schools do not need to apply for this funding. Entitlements are automatically calculated by Finance Branch and paid to schools each term.
