Funding for all schools is determined from a 3 year rolling average of Voice Telecommunications billing.
Because payment of Voice Telecommunications accounts occurs centrally, concurrent with the payment of a Semester Appropriation, the actual billing for the preceding semester will be recovered via a separate invoicing process. For example, the actual billing for Semester 1 2016 will be recovered in the same month that the payment of the Semester 2 2016 Appropriation is made.
Please note: The value of the appropriation will not exceed actual expenditure for the previous semester. For example, if the rolling 3 year average is $1000 but the previous semester billing is $900, then the appropriation payment will be $900.
Also note that all mobile services now bill on the department's corporate account and are paid centrally.
At the time of calculating the appropriation and recovery amounts, any mobile service over and above the school's mobile entitlement will have these costs calculated into the appropriation and recovery process.
For example, where a school is entitled to 3 mobile services but has 7 in total, the average cost of these mobile services will be multiplied by the number of services that are over the entitlement. In this instance this is 4. This calculation will then be subtracted from the original grant calculation.

Schools do not need to apply for this funding. Entitlements will be automatically calculated and paid each year.
