Web and Internet Access Service (WIAS)
Overview
WIAS contributions are nominal payments made by schools and centres for the use and maintenance of their internet service.
Calculation of the WIAS contribution is not based on Internet usage. Schools can apply for a bandwidth upgrade if the school's Managed Internet Service report reveals a need.
See the table below for the contribution schedule based on bandwidth.
Main objective
WIAS contributions enable the maintenance and development of a comprehensive Managed Internet Service (MIS) that includes the provision of:
- access to the Internet 24 hours a day, seven days a week
- help-desk support five days a week
- management of student and teacher email accounts
- portable email addresses
- content filtering of websites and emails (including spam mail)
- network connections to schools
- network file storage for students and teachers
Achievement of the objective
The objective is attained by:
- providing bandwidth and service type based on the minimum bandwidth service standard or as requested by each individual school or centre
- establishing the contribution level based on bandwidth data provided by CITEC
- invoicing schools for their contribution on an annual basis.

Within the relevant policy regarding internet domain names, you'll find the WIAS request form under the 'Attachments' section. Complete this in collaboration with your regional technology manager. Log a job in Service Centre Online and attach your WIAS form, entering 'New School (Proposed school name)' in the title.
How is the WIAS contribution calculated?
The schedule of WIAS contributions is based on the minimum 1.5 Mbps bandwidth service that schools must use, provided that the service is available through the department's service providers. If a 1.5 Mbps service is not available, then the next fastest available service, is the minimum bandwidth standard.

If a school has a second site then the full cost recovery for the WIAS fee occur when the second site bandwidth exceeds 1.5 Mbps
How does the school determine its current bandwidth?
The school's MIS administrator can generate a bandwidth usage report through the school's MIS portal (Reports/School usage/Bandwidth usage). The current bandwidth is provided once a report has been generated.
How does the school upgrade its bandwidth?
The bandwidth upgrade process is outlined on the Managed Internet Service site. Bandwidth upgrades are invoiced and direct debited on a pro-rata basis.
How is the WIAS contribution collected?
Schools/centres are invoiced and direct debited for their annual WIAS contributions. Contributions from non-school centres are processed via journal transfer.
When is the WIAS contribution collected?
The annual WIAS contribution for all schools/centres occurs at the time the annual ICT School Grant is distributed. This contribution is for the period July to June. Pro-rata charges for bandwidth upgrades during the previous period will also be collected at this time.
