Managed Operating Environment
Latest News
The Managed Operating Environment (MOE) rollout has progressed so rapidly that only five weeks into Term 3 they have exceeded the total rollout for 2007, bringing the all-up total to 906 schools, as at 18 August 2008.
The Department in conjunction with Apple Computer Australia has now developed a standardised Mac solution for deployment to state schools within the MOE v2.0 framework.
Overview
One of the key system-wide initiatives under the Smart Classroom strategy is to provide an enhanced level of ICT support services for schools.
The ISSS program of work will assist schools in making their ICTs sustainable by increasing the level of centralised support and management while reducing the overall support costs for schools.
This project will design, test, pilot and deploy a new version of the Department's Managed Operating Environment (MOE) to all state schools.
The rollout to schools has commenced following a detailed audit of the hardware, software and network infrastructure within each school to determine readiness. It is anticipated the roll-out will take 18 months to complete.
The enhanced MOE (MOE V2.0) will consist of these core components:
- a standard server operating environment (Server SOE) based on Microsoft Windows Server 2003 R2
- a standard desktop operating environment (Workstation SOE) based on Microsoft Windows XP SP2 and Macintosh OS 10.x
- One Network: a unified network with a standard active equipment infrastructure
- integrated tools and services for local and remote management
- accredited technical training to use and support the MOE
- an auditable change control process
- a defined governance framework.
This project will develop and implement the next version of the standard operating environments for servers and workstations. It will incorporate these new features and functions:
- a proxy solution to facilitate local caching and reduce bandwidth usage
- automated patch management
- remote software deployment
- remote server administration
- enhanced wireless security through certificate and RADIUS services
- the latest anti-virus and spy ware protection (SAV10)
- regionally based user accounts to enable cross-network access and facilitate secure, simplified sign-ons
- Microsoft Office Professional 2003
- an accredited training program for technical support staff, leading to the issue of the Orange Card.
Main objective
The main objective of the Managed Operating Environment is to provide a standard operating environment for all state schools.
The ISSS program of work will assist schools in making their ICTs sustainable by increasing the level of centralised support and management while reducing the overall support costs for schools.

A key role in the deployment of the MOE to each school is the appointment of a Regional MOE Coordinator in each region. This senior Project Officer will undertake a range of duties including:
- preparing plans, strategies and timeframes for delivering the MOE V2.0 in all state schools.
- liaising widely with schools, regional technology managers, regional systems technicians and the Information Management Services branch on issues about deploying the MOE
- working proactively to enhance the reliability and accessibility of school ICT to facilitate reliable access for teaching and learning purposes
- working as part of a team to communicate technical information, issues and developments capable of improving technical support in schools
- managing the change-control process at a regional level in coordination with schools, MOE deployment teams and the project manager.
