Performance and development

A priority action of the department's Strategic Plan 2017-2021 is to support our professional workforce to focus on improving performance and outcomes for Queenslanders.

The importance of performance and development aligns with the Code of Conduct for the Queensland Public Service Adobe PDF document External Link, requiring all employees to actively participate in employee performance management processes, including induction, performance planning and development.

The Queensland Plan External Link recognises the need for departmental officers to engage in regular performance and development practices to support continual growth and development to maximise personal, community and economic outcomes. The Every student succeeding - State Schools Strategy 2017-2021 provides an overview of the state schools improvement agenda, and prioritises the importance of teacher quality, principal leadership performance and school performance as key to enabling every student to succeed.

The department's culture and values action plan Microsoft® Word document promotes the importance of unleashing potential and empowering employees to develop themselves and those around them.


Performance and development is aligned and cascades through the department at all levels. This supports a culture of high performance and development for all public servants and school-based employees and is aligned and integrated with the organisation's priorities and strategic direction.

Frameworks and standards

The high performing culture of performance and development in the department is guided by a variety of frameworks and standards. These provide all employees with a process and support materials to engage in high quality performance and development practices in their workplace.

Queensland State Schools Annual Performance Review processes

As part of its commitment to developing strong and sustainable leadership and learning cultures across the organisation, the department has developed the Annual Performance Review (APR) processes for all teachers and school leaders in Queensland state schools.

The APR processes will enhance learning and leadership in Queensland state schools, with a strengthened focus on performance development in achieving improved outcomes for students.

Distinct APR processes have been developed for teachers, heads of program, and principals and deputy principals, with a suite of support materials available to assist participants and their supervisors to undertake the process.
