Capability and Leadership Framework (CLF)
What is the CLF?
The Queensland Public Service Capability and Leadership Framework
(CLF) demonstrates the capabilities required of public service employees at all levels, across all agencies and departments.
The CLF is not the primary framework for teachers and school leaders.
The CLF is designed to support the development of a highly skilled public service delivering an excellent level of service to the Queensland community. It is based on the rigorously researched Australian Public Service Integrated Leadership System that was introduced in 2004.
The framework is based on five core capabilities. The capabilities place more emphasis on leadership with a future-focus at classifications AO7 (or equivalent) and above. The capabilities are listed below.
CLF1-7 (A02- A07 or equivalent)

- Supports productive working relationships
- Displays personal drive and integrity
- Communicates with influence
CLF 8-12 and CES ([A08 [or equivalent] and above)
- Shapes strategic thinking
- Achieves results
- Cultivates productive working relationships
- Exemplifies personal drive and integrity
- Communicates with influence
How is the Department of Education,Training and Employment (DETE) using the CLF?
- The CLF is referenced in departmental planning documents, including strategic and operational plans, workforce plans and individual performance development plans.
- The CLF core capabilities are being embedded in role descriptions and recruitment and selection processes for non-teaching staff.
- Use of the CLF in DETE is referenced in job advertisements.
- Performance, development and career management plans and reviews use the CLF as a benchmark by aligning goals, objectives and measures of success with the core capabilities at the appropriate level.
- All relevant training needs analyses and skills assessments are aligned to the core capabilities in the CLF, including 360o feedback.
- Reward and recognition strategies for non-teaching staff may be aligned with the core capabilities of the CLF.

How can I use it?
- You can identify the CLF level appropriate to your classification.
- You can see the development of capabilities by looking at the Comparative Profiles.
- You can read the capabilities, components and behaviours for your classification level to self-evaluate your own performance and identify any professional development needs you may have.
- You can read the capabilities for a higher level position and use this to identify development opportunities that will ready you for more responsibility.
- You can use the CLF to consider capabilities, behaviours or opportunities that you want to discuss in your developing performance or performance planning conversations.
- You can use the CLF to write job applications within DETE, across the public sector in Queensland and the Australian public service.
- You can use the CLF to find additional information on a position you wish to apply for.
- You can use the CLF as a starting point in performance discussions with non-teaching staff.
