Statement of intent

School-based apprenticeships and traineeships aim to:

• provide students with opportunity to develop skills and knowledge relating to actual employment situations
• allow students to start, and in some cases complete, a vocational qualification while still at school
• improve post-schooling employment and training opportunities for students
• improve links between education and industry, school and local community.

School-based apprenticeships and traineeships are primarily designed for students in Years 11 and 12. Younger students may be permitted to participate under defined circumstances. While some school-based traineeships may be completed by the end of Year 12, many traineeships and all apprenticeships will continue after this time.

School-based apprentices and trainees are paid for the time they spend in employer's workplace, receive structured competency-based training, and are trained by a Supervising Registered Training Organization (SRTO) of the employer's choosing. Training with the nominated supervising SRTO and paid employment may also occur outside of school hours and during school holidays. In the workplace, Workers Compensation is provided for apprentice or trainee under employer's existing workers compensation insurance. This cover extends to travel to and from training as well as time spent in training. For the purposes of school-based arrangements, the young person is considered both a full-time secondary student and an apprentice or trainee.

Apprenticeships and traineeships where all training with a SRTO and paid employment is performed outside of school hours, and/or no provision has been made within students' program of school study for work or training, are considered part-time or full-time apprenticeships or traineeships (not school-based) and are subject to different industrial relations conditions.

As schools are not a signatory to training contract, they are not able to interfere with discharge of any part of a training contract, including where a student may experience difficulties associated with conditions of their employment, health and wellbeing, and training issues. Concerns arising during course of school-based apprenticeship or traineeship, should be reported immediately to Training Queensland on 1800 210 210.

Responsibilities

• ensure apprenticeship or traineeship forms an appropriate component of an overall school program:
  • discuss with student and parent subject selection or deletion, workload, days and times to be spent in work, school, and training to meet requirements of apprenticeship or traineeship
  • consult with all parties to training contract to ensure that an exceptional arrangement for a Year 8 or 9 student to undertake a school-based apprenticeship or traineeship is in best educational and training interest of student
  • ensure student awareness of impact of program on their general education goals
  • divide student's school week between general education and at least one of either training with nominated SRTO or paid employment
  • ensure this integration is reflected in Program of School Study section of Education, Training and Employment Schedule
  • ensure timetabling supports as much as possible student's needs and general education goals
  • monitor student's progress across school-based apprenticeship or traineeship and other senior studies
  • ensure that a business case detailing particular circumstances of a school-based apprenticeship or traineeship arrangement for a Year 8 or 9 student is lodged with appropriate local Training Queensland Office , for approval prior to student entering into a training contract.
• facilitate establishment of formal arrangements for the apprenticeship or traineeship:
  • assist in completion of Education, Training and Employment Schedule with other signatories to document, in particular, balance of school, recognised training and work
  • offer assistance to SRTO in development of training plan
  • consult with SRTO on applications for support funding for students with special needs
  • consult with SRTO regarding delivery/recognition of competencies already achieved within school
  • endorse school-based apprenticeship or traineeship arrangement by signing the Education, Training and Employment Schedule
  • retain a copy of signed schedule for school records.
• facilitate provision of travel and accommodation support funding for eligible students:
  • provide eligible students with a Travel and Accommodation Subsidy Claim Form 37k prior to commencement of training and assists students to complete form
  • ensure that an Application for Air Travel form for eligible students is completed and faxed to Senior Phase of Learning Team on (07) 3237 0102 at least 28 days prior to date of travel.
• facilitate provision of support funding for students with special needs:
  • consult with SRTO on applications for support funding
  • ensure completion of Application for Approval to provide Tutorial Assistance (Form EQTA1) 78k, including a summary of student's difficulties, reasonable adjustment to be made by the SRTO, and identification of support required with reference to student's Training Plan and details of assistance to be provided for trainee to complete that aspect of training
  • submit Form EQTA1 78k to Senior Phase of Learning Team for approval
  • ensure completion of Application for Payment of Tutorial Assistance (Form EQTA2) 51k upon completion of assistance, and submits to Senior Phase of Learning Team.
• exercise duty of care to student through ensuring:
  • student is aware of rights and obligations in the workplace
  • issues arising from students training through SRTO or through paid work associated with apprenticeship/traineeship are referred to appropriate authority at the Department of Education and Training or to the SRTO
• notify local Training Queensland Office on 1800 210 210 if an excluded student subject to a training contract enrols in another school
• notify employer of a decision to exclude a school-based apprentice or trainee.

• meet employment and training obligations as stated in training contract, training plan, Vocational Education, Training and Employment Act 2000 (Qld) , and relevant industrial award or certified agreement
• discuss with school and employer of progress towards senior studies and vocational qualification
• negotiate continuation of apprenticeship or traineeship under full-time or part-time employment arrangements with employer if it is not completed while at school
• notify employer if not physically or emotionally fit to work
• contact both SRTO and employer if unable to attend training with the SRTO
• complete Travel and Accommodation Subsidy Claim Form 37k, if eligible, and submits to Senior Phase of Learning, fax (07) 3237 0102 upon completion of training block
• contact local Training Queensland office on 1800 210 210:
  • if he/she has health, safety or wellness concerns in the work environment
  • if experiencing interpersonal problems with co-workers or employer which are not resolvable
  • if experiencing any physical or sexual assault
  • if experiencing sexual harassment or discriminated against
  • if experiencing problems with payment of wages or other entitlements
  • if does not believe he/she is receiving appropriate training or is regularly performing duties unrelated to trade or training program, or
  • if employer fails to provide work or terminates student's employment outside of probation period without student and guardian's consent
• report to police any physical or sexual assault
• notify local Training Queensland Office of change of details using Minor Amendment of Registered Training Contract form .

• Facilitate payment of financial assistance for travel and accommodation for eligible students:
  • determine level of financial assistance for travel and accommodation
  • verify journey distance for claims is shortest, most practicable road route from usual place of residence of claimant to off-the-job training location and return
  • approve payment of claims for allowances submitted on Travel and Accommodation Subsidy Claim Form 37k upon completion of off-the-job attendance by student and verification by relevant SRTO
  • approve request on Application for Air Travel for School-based Apprentices or Trainees form 51k for school-based apprentices and trainees who are required to travel in excess of 2000 km return to location of training provider, or travel in excess of 48 hours to location of training provider, or who reside in Cape York and Torres Strait Islands
  • purchase a return economy air ticket to the location of the SRTO for approved air travel.
• Facilitate payment of financial assistance for students with special needs:
  • determine maximum rate per hour paid for tutorial assistance, based on determination by the Department of Education and Training
  • give initial approval for 20 hours or less of tutorial assistance
  • approve application for additional hours in excess of 20 hours upon receipt of a second EQTA1 form 78k
  • approve payment for tutorial assistance upon receipt of Application for Payment form, EQTA2 51k, from school or SRTO
  • process payment to schools of tutorial assistance via GAPS, through Education Queensland Finance (Payments) Section.
