CRP-PR-011: Smart Moves - Physical Activity Programs in Queensland State Schools
Smart Moves guides the development of the school's Physical Activity Action Plan. One of the key aims is to increase the curriculum time in which students are effectively engaged in physical activity and to improve the quality of that activity in all state schools.
Statement of intent
The Department of Education and Training (DET) is committed to supporting and promoting the health and wellbeing of Queensland's young people. State schools provide an important and convenient setting for reaching the majority of children and young people. Schools and teachers have a critical role in ensuring increased participation in physical activity and in improving the quality of physical activity delivered to all Queensland state school students.
All state schools are required to proactively manage all aspects of physical activity in the curriculum with consideration of learning outcomes and safety and wellbeing of participants. Smart Moves - Physical Activity Programs in Queensland State Schools has been developed to increase the curriculum time students are engaged in physical activity at school and to improve the quality of that activity.
Engaging in regular physical activity of at least moderate intensity is one of the major components of a healthy and active lifestyle. Smart Moves proposes a set of principles to guide the development of a Physical Activity Action Plan in each Queensland state school. Each action plan requires the school to address six (6) key components in order to build their physical activity program.
Smart Moves implements the recommendations from the 2006 Ministerial Review of School Sport and Physical Activity.
Responsibilities

ensure teachers are aware of their responsibilities in managing the activity.

ensure teachers are confident and competent in delivering physical activity.

give approval for conduct of specific curriculum activities upon evidence of risk management processes, including the submission of an appropriate
risk management activity plan for high risk and very high risk activities which considers
-
establish and monitor procedures for addressing risk-control measures in a hierarchical sequence using the steps outlined in
risk management -
ensure that a registered teacher takes overall responsibility whenever an adult other than a registered teacher is engaged for instruction in a particular activity.

encourage teachers to consider integrating physical activity with other key learning areas (KLAs).
-
ensure planning for physical activity is a standing item on staff meeting agendas to check capacity of staff and resources for the Smart Moves program.
-
ensure all staff have the opportunity to undertake professional development in physical activity and have access to online support.
-
co-ordinate timetables to accommodate the increased time for physical activity within their school.
-
ensure school facilities are made accessible to the community on at least a break-even cost basis.

liase with community groups to compliment and provide physical activity programs within the school
-
encourage coaching/physical activity leaders from local secondary schools and the local community to increase the capacity of physical activity in their school.

allocate financial and physical resources to support Smart Moves.

ensure maintenance/safety, legal and security requirements are kept up to date and standards are met.

incorporate planning for Smart Moves in the school annual planning process within the School Improvement and Accountability Framework.

complete school opinion survey and online surveys to inform future planning directions for Smart Moves.
Teachers: Activity Planning Considerations

evaluate the health and safety factors by applying an approved risk management process taking into account:
-
appropriateness of the activity to student abilities.
-
level of risk inherent in the activity.
-
teacher's or leader's qualifications and confidence and competence with the specific activity.
-
relative abilities of other adults involved with the activity (e.g. teacher aides, parents etc).
-
physical environment, facilities and equipment suitable for the activity.
-
ratio of students to teachers and/or leaders.
-
investigate all options necessary for the optimum and safe participation of all students in the activity, having regard for its curriculum relevance and intended objectives. Consult the

to assist with planning.

document factors considered when developing a risk management assessment and the decision taken in situations assessed as being high risk.
-
devise appropriate controls for injury risks identified as inherent to the activities.
-
seek information from parents (caregivers) and students of any condition (e.g. physical or medical) that may impair a student's capacity to engage safely in the activity.

ensure activities are appropriate to:

requirements of the student group
-
physical environment
-
facilities and equipment which are available
-
ability levels of students involved
-
take risk level into account when designing activities including:
-
responses to increased risks likely to arise when more than one person engages in the activity
-
modified or restricted activities for some students to ensure the health and safety of other students and staff are not compromised
-
alternative activity for students not appropriately dressed or adequately prepared to participate in the activity (e.g. sun safe clothing)
-
ensure rules and organisational strategies as a result of hazard identification and risk control processes are instituted for each particular activity.

adapt the activities, environment or equipment to maximise the participation of all students.
Equipment Evaluation
Managing the Activity
-
implement risk management activity plan as approved
-
provide comprehensive instructions in the processes and techniques associated with the activity before commencing, including:
-
awareness of the range of hazards associated with the activity
-
appropriate workplace health and safety measures
-
an explanation of safety and operational procedures
-
correct use of personal protective equipment (where required)
-
location and plans for emergency evacuation procedures and lock-downs
-
emphasise students personal responsibility for:
-
their own safety and the safety of others around them
-
identifying and managing additional hazards not identified in the original plan
-
leaving the area used in a safe, clean and tidy condition
-
ensure students clothing does not constitute a hazard in the particular activity by requiring them to:
-
secure or remove any loose apparel, jewellery and other ornaments that may cause injury to themselves and/or other participants
-
secure long hair if it is likely to impair vision or become entangled in equipment
-
use all appropriate safeguards and personal safety equipment provided for the activity
-
reinforce safety considerations continually throughout the activity
-
maintain adequate supervision of students at all times having regard to:
-
the age, maturity and number of students involved
-
size and configuration of space
-
nature and quantity of equipment available
-
instruct students to check with teacher or leader:
-
before commencement of the activity
-
when in doubt about how to proceed safely
-
in the event of any damage or problem associated with the equipment
-
provide protective equipment (where appropriate) to compliment other risk control measures
-
monitor prevailing weather conditions and curtail the activity and seek appropriate shelter if weather conditions are unsuitable
Monitoring and Responding to Events
-
maintain ongoing reviews of control measures to ensure that they adequately reduce the risk of hazard
-
re-evaluate when any changes to materials, equipment, processes or conditions occur
-
adopt alternative or additional control measures if the control measures in place do not reduce the risk to a suitable level
-
devise emergency plans to respond to events identified in the risk planning process including:
-
record all work injuries and dangerous occurrences in the activity through the school management system (SMS) Workplace Health and Safety Module
-
ensure all records are dispatched to the appropriate authorities within the designated timeframes
