The Department of Education and Training (DET) aims to provide universal access to early childhood education and care for children in the years prior to Prep as part of government's Toward Q2 Strategy. A strategy for achieving this aim is to support community organisations providing Early Childhood Education and Care (ECEC) services through the provision of leases to operate in DET owned buildings.
This procedure provides a framework for the development and management of leases.
The objectives of this procedure are to:
Real Estate Unit facilitates and manages DET leases, including:
Asset Maintenance Unit manages the ECEC Asset Maintenance Program to ensure DET facilities for Early Years Services are maintained to an appropriate standard in accordance with the Department of Public Works Maintenance Management Framework

Infrastructure Program Management Branch manages the ECEC Minor Works Program.
Legal and Administrative Law Branch provides legal advice in relation to leases.
