The teacher exchange program is a significant avenue of professional and personal development. Applicants are expected to be genuinely interested in enhancing their professional development and to have a firm intention to go on exchange if they accept an offer.
The goals of the teacher exchange program are to:
The Department of Education, Training and the Arts has exchange arrangements with the United Kingdom (England, Northern Ireland, Scotland, Wales), Canada (Alberta, British Columbia, Manitoba, New Brunswick, Nova Scotia, Ontario, Prince Edward Island, Yukon), USA, (Colorado, Washington State), New Zealand and other Australian States and Territories (excluding Tasmania and the Australian Capital Territory).
Calls for applications are circulated to all schools via a payslip message and bulletin board notice each year around September. These applications will be for an exchange to commence some 15 months later.
Successful applicants do not enter the permanent service of the host education authority and are expected to return to their position with the Department at completion of the exchange period for at least a minimum of one (1) school year. They will return to the school at which they were teaching immediately prior to the exchange.
The period of exchange duty is for one year approximately from January to December. Extension of the exchange period will only be considered in exceptional circumstances. Successful applicants are not entitled to return to their substantive position during the exchange period unless the exchange partner agrees and/or the Director-General permits.
Exchangees may re-apply for an exchange after completing a further three years of satisfactory service as a teacher in Quensland state schools.
Applicants who are recommended for exchange are considered for matching with applicants from overseas or interstate that have similar qualifications and teaching experiences.
It is not desirable that applicants for exchange apply for leave, transfer or promotion where that may prevent an exchange being accepted. Late withdrawal from an exchange position may result in disappointment to the other exchange applicant, may cause disruption to the existing program and may ultimately damage the integrity of the program itself. It is very difficult to find suitable substitutes at a late stage in the matching process.
Applicants remain in the employ of the Department for the duration of the exchange and continue to receive their normal salary (excluding all allowances). Exchange service does not involve any disadvantage in respect of salary increments, superannuation, long service leave etc, where such service is satisfactory. Payroll deductions continue during the exchange period.
The Department of Education, Training and the Arts arranges a professional exchange of duties. Whilst it also facilitates the exchange provision of accommodation, these exchange arrangements are by mutual consent of exchangees and where difficulties arise, resolution is not the responsibility of the Department of Education, Training and the Arts.
As an exchange teacher, you are an ambassador for the Department and your personal and professional conduct should reflect that role.
Many teachers find that the year on exchange is an enormous boost to their effectiveness and enthusiasm as a teacher.
Double exchange matches for teaching partners are very difficult to arrange. It is emphasised that where both partners apply for an exchange on separate applications, the success of one application will not automatically mean that either an exchange arrangement or leave is available for the other applicant.
