SMS-PR-014: Home Education in Queensland
Home Education is a lawful alternative when considering the education of children of compulsory school age, or in the compulsory participation phase, in Queensland.
Statement of intent
The Queensland Government supports a parent's right to choose an educational environment that suits their child. Some parents choose to school their children at home for a variety of reasons. To balance a parent's right to educate their child and the State's obligation to ensure that all children are appropriately educated, a parent, as part of their responsibility, needs to apply for and be granted registration for their child.
A parent submits an application for a child to be registered for home education. When choosing this form of education, the parent accepts the responsibility of educating their child at home using an educational program or learning philosophy developed or adapted by them or by a registered teacher, primarily at the child's usual place of residence.
A child is granted registration once the parent has satisfactorily provided all required information as stated on the application form and the Director-General of Education, Training and the Arts (or delegate) is satisfied the conditions of registration will be met. To support continued registration a parent is required to provide an annual report which demonstrates the educational progress of the child. It is a standard condition of registration that the child receives a high-quality education.
To be eligible for registration a child is to be:

usually resident in Queensland;
-
of compulsory school age or in the compulsory participation phase; and

not enrolled in a State school or non-State school.
Responsibilities
Home Education Unit:

Manages home education registration process:

Receives applications for registration or provisional registration
-
Issues provisional registration for all eligible children as part of the registration process

Processes registration applications
-
Forwards applications to the Director, Office of Non-State Education for determination
-
Notifies parent of the Director's determination
-
Issues registration certificates
-
Monitors parent's compliance with standard conditions of registration
-
Processes reports on educational performance and proposed outcomes
-
Supports development of documentation and child's program if required
-
Provides necessary documentation, forms and website to support the home education registration system

Offers, where possible, home visits or visits to the Home Education Unit for parents who would benefit from personal contact

Facilitates the creation of learning accounts with the Queensland Studies Authority for registered students entering the compulsory participation phase
-
Facilitates payment of Textbook and Resource Allowance to parents of eligible, registered students in Years 8 to 12 by providing details (if supplied by parent) to School Financial Services

Facilitates access to WorkCover for registered home educated students who have arranged work experience

Maintains a database of registered children and home educators
Parent:
-
Meets their compulsory schooling obligation by registering the child for home education

Meets their compulsory participation obligation by ensuring their young person in the compulsory participation phase is participating full-time in an eligible option, is registered for home education, or otherwise is meeting or is exempted from their obligation

Applies for registration using the

form and supplies details of the educational program or learning philosophy to be used and other required documentation to support application

Complies with the standard conditions of registration by providing an annual report, as outlined in the

form, as evidence of the educational progress of the child and as part of the process reviews the expected outcomes for the child's educational program or learning philosophy

Complies with the standard conditions of registration by providing their child with a high-quality education which is detailed in the child's educational program or learning philosophy
Director, Office of Non-State Education:

Grants registration, provisional registration and continuing registration

Determines on application for registration, provisional registration or continuing registration, based on recommendations from the Home Education Unit

Opens Queensland Studies Authority learning accounts for young persons entering the compulsory participation phase of learning
