In December 2001, the Minister for Education, Anna Bligh MP, announced the creation of an Education Caucus Committee working group to develop a set of recommendations to improve educational outcomes for children and young people in care. The CREATE Foundation seeks to improve the life opportunities of Australian children and young people in care. Since 2001, the CREATE Foundation has reported annually on the progress of Australian states and territories in meeting the educational needs of children and young people in care.
The CREATE Foundation’s 2003 Report Card on Education outlines progress within five areas requiring immediate action and reports on the views of children and young people about their education.
In response to a key recommendation in the report Educating Children and Young People in the Care of the State, the Department of Education and the Arts and the Department of Child Safety* have developed a Partnership Agreement: Educating Children and Young People in the Care of the State.

The Department of Education and the Arts and the Department of Child Safety* share data to monitor the progress of children and young people in care in Years 3, 5 and 7 tests for literacy and numeracy. The 2002 results are presented in the following documents:
