In September 2009, Dr Ken Rigby was engaged to undertake a consultancy for the Department of Education and Training. The purpose of the consultancy was to provide current information around research, agendas and initiatives in the area of bullying to inform the future development of the department's framework, policy, approaches and research.
In response to Recommendation 10 of Dr Rigby's report Enhancing Responses to Bullying in Queensland Schools
, on 23 February 2010, the Premier announced the formation the Queensland Schools Alliance Against Violence (QSAAV) to provide advice to the Minister for Education and Training on best practice measures to address bullying and violence in Queensland schools.
QSAAV was chaired by Professor Ian O'Connor and included representatives from State and non-State schooling sectors, parent groups, principals associations, unions and the Commission for Children and Young People and Child Guardian. These groups joined forces to provide recommendations to the Minister and oversee the implementation of their findings in schools. The Terms of Reference for 2010 outline the structure and role of QSAAV.

On 26 October 2010, the Premier and the Minister for Education and Training released the Queensland Schools Alliance Against Violence (QSAAV) Report. The report summarised the work of QSAAV since its formation in February 2010 and makes eight recommendations to the Minister about future directions for the government to continue to support Queensland schools to address bullying and violence.

The 2011 Keeping Queensland Schools Safe
