Schools are not separate legal entities but are part of the State of Queensland acting through the Department of Education and Training.
Websites should indicate who owns the copyright by including:
If schools use people or companies outside the department to develop their websites, they should follow FNM-PR-014: Purchasing Goods and Services. The copyright of the design and content belongs to the Department of Education and Training.

When publishing on the Internet, schools are operating outside the conditions of the schools' statutory licences and copyright clearance for any media, including movie clips, audio, images, photographs and text, must be obtained from the copyright owner.
When linking to external sites, schools should determine the appropriateness of the site and ensure that they follow the copyright requirements of IS26: Internet

Intellectual property created by employees in the course of their employment will be owned by the State of Queensland. It does not matter that the State employee creates the material (either wholly or in part) outside his/her normal work hours and without using departmental facilities or equipment.
Before publishing a student's or staff member's work, or a photograph or video of a student or staff member, permission should be obtained using a consent form for use of material.
Work may contain copyright material for which the student or staff member has used the fair dealing provision of the Act. Schools will need to clear that material with the copyright owner.
The consent schedule form is to be used when the usage of the copyright material is not specified in section 2 of the consent form.
