Purpose

To assist schools to lift teaching standards and give schools the support they need to provide a safe and supportive learning environment and the best educational outcomes for their students.

Master Teacher Salaries Appropriation

Master teachers build the capability of classroom teachers to target improvement in student outcomes by:

  • working with school leaders and classroom teachers to prioritise the teaching of literacy and numeracy within the school’s curriculum and teaching framework
  • researching and modelling quality teaching
  • using evidence–based assessment to inform teaching and learning
  • supporting staff to analyse and respond to systemic and student data
  • providing coaching and guidance to teachers and other staff in delivering quality teaching.

Early Years Resource Package

Master teachers in primary schools, special schools and schools of distance education are provided with an early years resource package to boost literacy and numeracy outcomes. This package is to be used to respond to the specific needs of the school.

Eligibility

Master Teacher Salaries Appropriation

State schools or clusters with a centrally funded master teacher position.

Early Years Resource Package

State primary schools, special schools and schools of distance education, and clusters including these schools, with a centrally funded master teacher position.

Allocation of funds

  • Master Teacher Salaries Appropriations to support the appointment of centrally funded master teachers in schools and clusters over the life of the program.
  • Centrally funded master teachers working in primary schools, special schools and schools of distance education are supported by an early years resource package to boost literacy and numeracy outcomes of students in the early years.

Master of Teacher Salaries Appropriation

Funding to schools is based on the maximum salary cost for master teachers (i.e. HOC level Stream 2 pay point 13). In the case of clusters the appropriation is paid to the base school of the cluster.

Master teachers are employed by schools but paid through the departmental payroll system and the actual cost of the master teacher salary will be debited from each base school bank account through a separate invoicing process. Where there is a difference between the amount direct debited over the year and the amount of the appropriation, it will be in favour of the school and may be applied to support other elements of the project in the school including professional development, travel and resources for the master teacher.

In light of the program conclusion at the end of 2018, salary funding will cease for the remainder of the program for those schools/clusters that do not refill a vacant master teacher position within a term.

Early Years Resource Package

These funds are provided to primary schools, special schools and schools of distance education allocated centrally funded master teacher positions for the life of the program.

The master teacher position allocations will not change – therefore the same schools each semester receive the appropriation payment.

The appropriation is paid each semester into school accounts. Where schools are clustered, the resource package is to be paid to one school in the cluster (the 'early years grant school') as a targeted appropriation and shared between eligible schools within the cluster according to local arrangements.

Master Teacher Salaries Appropriation

Schools do not need to apply for these funds. Master teachers have already been identified for this program and base schools will receive payments automatically.

Early Years Resource Package

Schools do not need to apply for these funds. This funding is linked to the fixed list of identified master teachers and payments will be made automatically.
