Youth education and training centres—non labour funding

​​​​​Purpose

This funding will provide each of the education centres within youth detention additional flexibility that is required to deliver an expanded 48-week education program.

The expanded education program is to provide structured education delivery to young people being held in youth detention. This cohort of young people are performing below their peers academically. Access to an education program, focussed on literacy and numeracy and delivered by qualified teaching staff, will assist in closing the gap for young people in contact with the youth justice system.

Eligibility

The education centres located within Youth Detention Centres. Specifically, Brisbane Youth Education and Training Centre and its campuses at West Moreton Education and Training Centre, Caboolture Watchhouse, Wacol Remand Centre, and Cleveland Education and Training Centre.

Allocation of funds

Funding has been approved through Cabinet Budget Review Committee (CBRC)​ to expand education delivery from 40 weeks per year to 48 weeks per year in each of the Youth Detention Centres.

A component of the approved funding is a 10% loading to support handover, professional development and transition planning arrangements. This was deemed necessary given the complexity of the arrangement and the need to accommodate leave entitlements for all staff while delivering education for an additional 8 weeks per year. Sixty percent of this funding will be allocated to each of the respective education centres through the school appropriation process, with the remaining 40% to be included as full-time equivalents (FTEs)​ in school based s​alaries.
