To assist state schools with providing literacy and/or numeracy support to students identified through school monitoring and assessment data.

Allocation of funds
A fixed annual budget of $23.7 million is allocated to schools in 3 categories.
1. Prep to Year 2
- 80% of annual budget is allocated on ICSEA weighted Prep to Year 2 student enrolments.
- 20% of annual budged is allocated on total student enrolments Prep to Year 2.
School allocations are calculated to fit within the fixed annual budget of $5.7 million using the school's ICSEA* value from the previous year, and the average of P-2 enrolments from February and August of the current year.
*ICSEA is a scale that measures educational disadvantage determined by the Australian Curriculum Assessment and Reporting Authority (ACARA) through the collection of student family background data.
2. Years 3 to 6
Funding is for students who are below the national minimum standard (NMS) in reading and numeracy (based on the National Assessment Program—Literacy and Numeracy (NAPLAN) results):
- in Year 3 and 5 in Term 4 of the current year
- Year 4 and 6 in Terms 1, 2 and 3 of the following year.
School allocations are based on a rate per group of three students (or part thereof) who perform below the National Minimum Standard (NMS) in NAPLAN Reading or NAPLAN Numeracy to fit within the fixed annual budget of $10 million.
Funding is provided to the school where the student was enrolled at the time of NAPLAN testing.
Special schools and detention centres are excluded from receiving ITA funding.
3. Years Prep to 12
Schools receive a set annual allocation based on historical literacy enhancement data to fit within the fixed annual budget of $7.9 million.

Schools do not need to apply for this funding. Entitlements are automatically calculated each year and paid to schools.
