Note: Schools of Distance Education do not receive a telephony appropriation, but their expenditure is recovered.
Allocation of funds
Funding for all schools is determined from a 3-year rolling average of voice telecommunications billing.
Telephony expenditure used in the calculation of the appropriation encompasses fixed line voice rental and usage, mobile service rental and usage and teleconference service usage.
Please note that expenditure related to phone systems and phone system maintenance contracts are outside the scope of this appropriation.
Because payment of voice telecommunications accounts occurs centrally, concurrent with the payment of a semester appropriation, the actual billing for the preceding semester will be recovered via a separate invoicing process. For example, the actual billing for Semester 1, 2016 will be recovered in the same month that the payment of the semester 2, 2016 appropriation is made.
Please note: the value of the appropriation will not exceed actual expenditure for the previous semester. For example, if the rolling 3-year average is $1,000 but the previous semester billing is $900, then the appropriation payment will be $900.
At the time of calculating the appropriation and recovery amounts, any mobile service over and above the school's mobile entitlement will have these costs calculated into the appropriation and recovery process.
For example, where a school is entitled to 3 mobile services but has 7 in total, the average cost of these mobile services will be multiplied by the number of services that are over the entitlement. In this instance, this is 4. This calculation will then be subtracted from the original grant calculation.

How to apply
Schools do not need to apply for this funding. Entitlements will be automatically calculated and paid each year.
