Purpose
To assist schools with trialling innovative ways to support the implementation and development of curriculum, teaching and learning through the provision of a Head of Curriculum (HOD-C) shared across a cluster of small schools.
Objectives of the pilot are:
- to trial different contextual approaches for the use of a HOD-C position, including implementation models, and roles and responsibilities of the HOD-C
- to reduce teacher workload relating to the development and co-ordination of curriculum, assessment and teaching resources so that teachers can prioritise and focus their time on teaching and supporting student learning and achievement
- to provide curriculum expertise and capability development for staff in their local context.

Allocation of funds
A total of $2 million in federal funding was received for the Small Schools HOD-C pilot.
The Department of Education is required to match the Commonwealth’s funding contribution, either through direct funding or in-kind support.
Additionally, the Department of Education contributes up to $120,000 from Rural and Remote to cover professional development and operational travel expenses as part of the small schools support plan.
Schools are determined by regional directors or their delegates, in consultation with school leaders. They must be a small school (SL1 or SL2) and be willing to work with a HOD-C in a cluster of other small schools. The final list of pilot schools was determined in May 2025.

Recoupment process
Funds for this program are tied to participation in the small schools HOD-C pilot and may be recouped if a cluster withdraws.
